I think your going to need a hell of a lot more than two weeks!
you need to be more specific in your quesiton as well
what staff you need, well you can either be a one man show and do camera, sound, lighting., directing and producing all yourselve personally i totally recomend against this or you can have a crew as big as you like, what you need to do is work out your needs, how many cast are you going to have, what locations are using, do you need a cameraman, do you need someone to look after theother crew and cast ? are you filming at night do you need to have lighting crew and sparks down ? etc et c
cheap alternative to special effects and lighting ?
what sort of effects ? . what sort of lighting ?

im sorry if i was not specific enough. i am shooting a film about a hacker and i need a couple of [special effects] gunshots to the floor, maybe a leg wound (kniife or gun) making a hacking program, how to film a falling out of the window shot [with stuntman] i.e not to show his face too much, and some good lighting effects like how to light my amatuer film. they dont have to be professional just enough to make the film look a bit more professional than a couples of kids making a horror film. thanks. and thanks for the stuff you already told me. :-)

what format are you shooting on ? lower end formats look a lot better if you can throw as much light on them as possible
Gun shots, mmmm easiest way would be to cheat it jsut with the sound effect and reaction of actors, or maybe one of those caps you throw then add in the sound effect afterwards or maybe do somethign with air, ie have some tubing and a weed pump and have bits of wood etc and cause them to fly upwards then add in the sound effect.
falling outof a window, film the long shot of the window upstaies then do the guy falling out the window from a ground floor window and cut the two together
Hacking program ? what sort of thing ? numbers scrolling down screen or somethign
whats your budget on this out of interest

Do you have access to a replica gun (blank firing)? If so then use this, your supposed to get permission, but I just shot and ran. However you may need to use a 3D package to add muzzle flash, if you want it to look good that is. If you cannot capture the sound there's plenty of good quality sounds on the web.

It's worth noting that in the UK the government are trying to push through legislation to make it illegal to own replica weapons.
So be quick.
